Short Term: How about a goal of 100 ADU's permitted in the first 180 days!
Medium-term: concentrate on re-purposing vacant commercial spaces into dwellings,
Long-term: 5-step plan for multiple 200-unit Kama'aina housing projects in partnership with the County to put in infrastructure.

Invite/create innovative new industries and instructive programs to home-grow those who want to stay and be able to afford to live on Maui. Offer more opportunities to small businesses and farmers/ranchers who provide good-paying sustainable jobs, and simultaneously promote island self-sustainability.

Short term: Take control of the lease for the County to be in control of our water AND partner with experts to manage it WHILE understanding the costs.
Medium term: How about we rely on local and kupuna wisdom together with the best of technology to help care for and develop new fresh water sources.
Offer a program so all those who want water-catchment systems can get them.
Long term: Create 3-teams of experts, one from each water source area. Meet regularly to determine water usage, allocation, distribution, and maintenance. Focus on creating new retention basins to help with catchment and mitigate flooding.

Implement policies connected to a cultural and intellectual understanding that Maui Nui is sacred, unique, and irreplaceable with an interconnecting ahupua'a that can sustain us when we do improvements, best practices, management skills, and protections...this is what we need to get to island self-reliance.

While tourism is our main economic driver, and we want to support our small and large tourism industry businesses while implementing ways to lessen impacts on our infrastructure, resources, and quality of life.
Short Term: Some time limits on travel in and out of Hana; possible toll booths for tourists.
Medium term: We can coordinate hours of operation with tour operators and activities at peak times.
Long term: Implement some of the Maui Nui Destination Plan ideas.

The primary focus of the Bissen Movement is prosperity for all residents of Maui County — Kamaʻāina Prosperity. Richard looks forward to listening to your ideas on how to improve Maui Nui. With your ideas and our collective kuleana, we will create a movement of unlimited potential and a better community for all.

Caring for Maui County is going to take a lot of work. Richard cannot do this alone. Maui Nui is calling all of us. And Bissen listens!

Bissen is committed to continue serving and protecting the people of Maui, Moloka’i and Lanai. His service and work ethic for 34 years demonstrates he’s a proven leader and problem solver. He brings citizens together to identify challenges, seek solutions and leverage all available resources to make appropriate decisions.

We deserve a leader who will represent us all by hearing our concerns and putting ‘shared vision’ into action. Bissen intends to continue his ‘Bissen Listens’ FB Series so ALL RESIDENTS will have a voice for today and tomorrow.

Bissen’s motto: Intelligence is a strength only if used wisely. Integrity is necessary to build trust. Inclusivity is the willingness to consider multiple viewpoints. Ideas are valuable but only help us when implemented.

After 17 years and being Chief Judge, Bissen has witnessed how transformation occurs through engagement and community involvement. He wears a constant reminder of his kuleana and commitment to his ‘ohana and to our community, past, present, and future.
